2  Anti-corruption

The global compact puts forward definite requirements for anti-corruption. COSCO carefully performs the global compact responsibility, constantly improves the corruption punishment and prevention system and energetically pushes the anti-corruption and incorruption.

■ Conduct analysis and researches according to the requirements of Transparency International and the global compact to formulate the company's unique anti-corruption system
In Dec. 2002, Transparency International advocated and announced the Business Principles for Countering Bribery. In accordance with the requirements of such rules as United Nation's global compact and Business Principles for Countering Bribery of Transparency International, DNV developed the corruption risk assessment system (CRAS) for corporations, designed the corruption risk assessment process and rating standards that covers over 100 times in 22 aspects, and made assessment and review based on this process and standard. When formulating and researching the anti-corruption system, COSCO referred to the internationally-advanced punishment and prevention thoughts and principles to form COSCO's unique anti-corruption system.
■ Enhance leadership according to actual situation; construction of punishment and prevention system has initially paid off

In 2006, COSCO formulated the Implementation Suggestions on Corruption Punishment and Prevention System (Implementation Suggestions). The Implementation Suggestions consist of 7 parts of 27 major tasks, 88 items of task content and 106 items of task requirements. The implementation suggestions were put forward to build COSCO's corruption punishment and prevention system from 7 perspectives namely overall requirements, anti-corruption and incorruption education, system construction, supervision restrictions, investigating cases, prevention from sources and settlement by leaders. During the past year, COSCO's companies built the corruption punishment and prevention system through combining the "lean management" thought based on careful planning, definite labor division, strict evaluation and settlement, thus settling the Implementation Suggestions by taking the improvement of different systems as an entry point. All these jobs have initially paid off.

■ Establish and improve systems and mechanisms, further normalize power running and business activities

The year 2006 is COSCO's year of òlean managementó. Beginning from identifying the strictness, procedure, science, system and effectiveness of prevention against breach of different systems, COSCO's subsidiaries integrate the requirements of ant-corruption and incorruption into the business management systems and business operation process, decide to abolish, improve and create systems according to the existed problems. In 2006, COSCO's companies revised 1,051 items of regulation and laws and formulated 112 new items of rules and regulations.

■ Deepen the publicizing and education to enhance the incorruption awareness of enterprises' leaders and employees
From a perspective of building a harmonious enterprise, COSCO constantly enhances the incorruption awareness of business management staff at all levels to establish the incorruption culture. Considering the actual situations, COSCO's subsidiaries holds the anti-corruption and incorruption education for all employees, and especially develops education activities for officials at all levels, staff of key positions and employees with business disposal power. These companies further penetrate such concepts as incorruption business, honest operation and supervision accepting into the routine business management through contrary case education, topic education, incorruption promises of all employees, incorruption workshops, incorruption lectures, exhibitions of anti-corruption and incorruption, soliciting sayings on incorruption, sending incorruption mails, SMS and cards, thus enhancing the incorruption self-consciousness of both officials and employees of enterprises.
In 2006, COSCO printed and issued 102,115 pieces of anti-corruption and held incorruption education materials and 156 special report meetings with 13,050 attendees in total; organized staff at the middle level and above to learn the Enforcement Outline and anti-corruption and incorruption files for 731 times with 20,082 attendees; talked with 6,339 persons on incorruption education; discipline inspection team held conversations on incorruption with dispatched staff before they took their positions.
■ Reinforce the supervision over key positions, key business and key links
For key positions, key business and key links that are easily subject to breach of regulations and disciplines, COSCO's subsidiaries reinforce the full-process supervision over human, money and materials, carefully organizing the supervision and effectiveness examination over key positions, key business and key links in òkey decision, appointment & dismissal of key leaders, arrangement of key projects and utilization of large amount of capitaló, restructuring, chartering business, cargo freight agency, freight collection, ship buying and building, infrastructure projects and material procurement. They also further segment and improve the operation programs and internal control mechanisms on key positions, key business and key links, explore and implement the examination method of òaudit supervision first and effectiveness supervision followedó to further enhance the effectiveness of finding problems and solving problems as well as improve the enterprises'' management.  
In 2006, COSCO completed 858 items of supervision examination and effectiveness examination with 1,223 unit covered in total. Through the examinations, 589 problems were found and 702 improvement and rectification suggestions were provided in addition to that 122 rules and regulations were improved or formulated, which avoided and recovered the economic losses of RMB27.1677 million.
■ Fight against commercial bribery and promote legal operation and regulated management

COSCO Group attaches great importance to fighting against commercial bribery. COSCO and its 2nd-tier subsidiaries, holding companies and agencies have established the guiding teams and offices for combating commercial bribery, enhancing the organization and leadership, defining the responsibility and formulated work proposals. They carefully analyze the business management and business activities to define the work emphases, find wrong concepts in thoughts, illegal trading behaviors during business activities and the deficiencies of the management mechanisms. Self examinations and supervision are mainly focused on ownership transactions, cargo freight, ship agency, cargo agency, ship buying and building, material procurement, ship leasing and car leasing, while the management and supervision are further strengthened over key operation links, key departments, key positions and key staff in such aspects as transport price management, engineering contracting, bidding, material and equipment procurement, engineering budget control and settlement of engineering cost. Special efforts are made to combat the commercial bribery and educate both officials and ordinary employees to enhance the self consciousness of compliant business.
